A Lake Village With a Short Fence Code
Volente sits on the north shore of Lake Travis in Travis County. A post office opened there in 1886, but the community stayed unincorporated for more than a century and became a village only in 2003, operating as a General Rule B city. It is small, and so is the part of its code that speaks to fences.
In the residential districts, Section 9.02.044(c)(4), from Ordinance 2016-O-173, says that privacy fences facing public streets, roadways or rights-of-way must have the finished side facing the street. The same rule is repeated for the commercial districts. That is the one fence rule we found in the zoning text we read.
We did not find a fence height, gate or front-yard rule in that division, and we do not invent one. A short code is not the same as no rules, so every Volente job is checked against the village's current code and permit requirements at quote time.
- Finished side out: a steel privacy gate or fence facing the road is built with its clean face outward, with the frame and fasteners on your side.
- Owners association: the village site links a Village at Volente owners association. If your lot sits within it, its own rules are read before a design is drawn.
The Village Fence Permit, Step by Step
The Village of Volente issues its own fence permits, and it treats a new fence and a replacement as two separate applications: a Fence Permit Application and a Replacement Fence Permit Application. Swapping an old gate and fence for iron is still a permit job.
- Application: permit applications are emailed to village staff.
- Fees: fence permit fees vary under the fee schedule in the village code.
- Payment: the village states that permit fees can only be paid by check, so plan for that rather than a card.
- Fire review: the village fire inspector reviews all applications for building or construction permits and can issue a stop-work order for a fire code violation.
We supply what the application needs from our side: a drawing of the gate and fence with height, material and finish, and a site plan showing the line. You sign as the owner and send the check. The install is scheduled once the permit is issued, not before.

Driveways, Rights-of-Way and the Floodplain Form
Three more village forms can touch a gate job, depending on where it sits.
- Driveway Permit. The village has a separate driveway permit. A gate that goes in with a new or changed driveway apron may bring it into play.
- Use of Right-of-Way or Easement Permit. Columns, a keypad post or a fence line near the right-of-way or across an easement may need this one.
- LCRA floodplain form. The permitting page lists a floodplain form with an elevation certificate submitted at the same time, for lots where the floodplain applies.
Which of these a particular job needs is confirmed with the village before we fabricate. We would rather ask the question at the start than pull a column out of a right-of-way later.
Building Gates for a Lakeside Lot
What makes a Volente job different is the land, not the rulebook. The village sits above the lake, and a lot that falls toward the water changes the gate that suits it.
- Slope: a swing gate needs a clear arc across level ground. Where the drive climbs from the road, a slide or cantilever gate keeps the leaf clear of the grade.
- Finish: an entry exposed to sun, rain and lake weather is hot-dip galvanized, which bonds zinc to the steel, and then powder coated, a dry powder cured with heat into a finish tougher than paint.
- Power: an entry set far down a long drive can run on a solar operator rather than a trench from the house.
- Footings: posts and columns go into Hill Country limestone, which sets the depth and the digging.
Operators are listed to UL 325 and set up with photo eyes and loops for the way cars and boats on trailers use your drive.

Fire Access Through ESD 14 and the Volente Fire Department
Volente adopted the 2018 International Fire Code for the village and its extraterritorial jurisdiction and authorized the Travis County fire marshal to enforce it. Fire protection comes from Travis County ESD No. 14, which covers 16 square miles of western Travis County including the village, through the Volente Fire Department.
An automatic gate has to let responders in. ESD 14 has no published residential gate standard that we found, so the access method, such as a key switch, is settled with the fire department at quote time and built into the plan, never added after the fact.
How a Volente Job Runs, From Measure to Hanging the Gate
The order matters more here than the paperwork load, because the village permit has to be issued before we dig.
- Site visit. We measure the opening, the grade and the fence line, find the road edge and any easement, and note where power could reach the gate.
- Drawings. You approve a shop drawing showing height, picket pattern, finish color, which face points at the road, and the gate's swing or slide path.
- Village forms. The drawing and site plan go with your fence or replacement fence application, plus any driveway, right-of-way or floodplain form the village says the job needs.
- Fabrication. Frames are cut and welded in our shop, galvanized, then powder coated.
- Install. Footings and posts first, the gate hung once the concrete has cured, and the operator and its safety devices tested with you before we leave.

Do I need a permit for a fence in Volente?
